As gamers on a gaming network, we all strive to become better players. One of the most beneficial experiences is to join a clan, or a group of gamers who you can play games with to improve. As a clan grows, a system of leadership must be established in order for the clan to maintain itself, and not break apart. This document's purpose is to establish a clear set of privileges and prohibitions on the powers of Clan ROGUE's established government, and allow for stability and peace within the clan.
Master of the Clan
ROGUE-Master started the clan through work and devotion to the process. It is by his will that the ROGUE website, forum, and channel are maintained for the ROGUE benefit. Because of this, he is the leader of all of ROGUE. He is the indefinite leader, and shall not be removed from his position unless he states otherwise.
He is the head diplomat of ROGUE, and shall have final say in alliance and war. No treaty shall be made with another clan without his approval, and no treaty shall be broken without his approval. He may choose to appoint other ROGUEs as lesser diplomats to help in this position, but he will decide the powers that these diplomats may possess when dealing with other alliances.
He will have the power to pardon past ROGUEs of former crimes committed against the clan, and these pardons may only be overruled by a 2/3 council vote. He has the power to admit other members into Council meeting at anytime, unless overruled by a 2/3 Council vote.
The master must have access to any bot that is in the channel. If he does not he has the right to ban that bot until the person gives the master full access. In addition, operator status in the clan channel will ONLY be held by the master and the council. If a council member is on as operator they must resign their status for the master. Only the master holds the password to the main channel operator (:ROGUE:) and no other will have the password unless master has to leave for an extended period of time.
Council Members
The Council of ROGUE is a group of permanent and temporary members who are seen by ROGUE members as deserving of the position they have achieved through leadership quality and gaming experience. These members, while not as powerful as master alone, can equalize master's power when in unison, and therefore add a balance to the power in Clan ROGUE. While seven members are considered to be Permanent to the council, two are temporary, adding new ideas to the council and the clan.
The members of the council who are permanent have indefinite terms, and cannot be expelled from the council unless Master and 2/3 of the council agree that the member is no longer able to properly perform the abilities set forth for them to perform, or if the member has committed a crime against the clan. Temporary member are council members who are elected into the council every two months, so that the council can gain a larger perspective of ideas. The temporary council members are required to go through a one week evaluation period. If they are not deemed adequate in that time they will be removed from the council. After their term of two months, these members step down from their council position. These members, if inadequate as a council member, or commit a crime against the clan, may be stripped of their councilship position, and that position shall be filled with another member. In a vote to determine the fate of another council member, the council member in question is not allowed to vote. Allowing him to do so would bring in a high degree of biased.
The council has the right to 99 access on any bot that is used in benefit within the ROGUE channel, unless decided otherwise by 2/3 of the council and the master. Council members have the right to ban any person from the channel, but risk of having this privilege revoked, or being expulsed from council, or what the council and master deem fit if this power is determined by 2/3 of the council and master to be used inappropriately.
Jurisdiction of ROGUE
The master of the clan and the council shall judge cases in which a fellow ROGUE commits an act against the clan. For trial to presume against a ROGUE member, there must be sufficient evidence, or witness accounts of the incident. In these cases, the master and the council act as one ruling body to decide the case. This ruling body shall decide whether or not the crime against ROGUE was committed, and if 2/3 of the ruling body decides the person is indeed guilty for the act they have committed, they will punish the member as they see fit. Punishments must also be agreed upon by 2/3 of the ruling body. In the event the ruling body cannot reach a 2/3 decision on the punishment within a week, another vote will be held in which majority is required to allow for punishment. If this vote does not bring forth a decision within a week, master will decide the punishment as he sees fit, which can only be forbade by a พ council vote.
Determination of Rules, Policies, and Law
Any member of the clan can propose a law, but only a council member or master may call for a vote on this proposal. If there is a majority in favor of the proposal, it goes to master to decide the fate of the issue. If master feels the law is unconstitutional or otherwise unfair, he may choose to veto this law. If the council still feels that the proposal should be law, they may vote again. If the Approval rating for the proposal is above 75%, then the veto of master becomes null and void. The law is then reviewed by ROGUE-Gladiator (or whoever else is assigned to do so) to ensure that the law is constitutional. If the law is not, Gladiator will suggest changes that can be made to make the law constitutional, and a final vote will be made.
Power Prohibited to the Master and Council
The master of the clan and the council members have no power to: Pass Bill of Attainder or "ex post facto" rules Give any title above Chief Warrant Officer W5 (Mountain Giant) without consent of master and council.
Amending the Constitution
The Council, whenever two thirds shall deem it necessary, shall propose amendments to this Constitution, or shall call a meeting for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by Council.
Should any group of five or more non-ruling members of Rogue Squadron (No Council positions currently held) feel the necessity of amending the constitution, they may propose an ammendment before the Council, and if ratified by the Council, will become in unison with the Constitution.
1st Amendment
Once a member has been banned from Rogue Squadron or has left under bad circumstances, he or she may not return to the clan. The definition of "bad circumstance" is to be determined by the Master.
If one of these members with the specifics of the terms listed above attempts to return to the clan on an alias, it is every member's responsibility to tell the Master or a Council Member about their attempt for the good of the clan. If a member is harboring knowledge of the return of the banned member then they are subject to banishment.
If a member wishes to return he can only be approved to return by the Master AND a 3/4 Council majority vote in his favor.
2nd Amendment
When the Council votes upon a proposal or in elections, they must clearly state YAY, NAY, or ABSTAIN on the topic being voted on; also they must state a valid reason why they voted as they did. If they do not furfill the requirements stated in the preceding line, their vote is to be determined null and void.
When a proposal is brought before the Council, the proposals default time which the Council can vote upon it is three days. After three days, all other votes are to be considered void. The proposal time can be increased to a maximum of seven days if the proposer states the amount of time in the proposal. If every Council member has voted on a proposal, then the vote can be considered closed.
After Council Members have voted on a proposed topic, the proposer may not edit his original topic. If the proposer does edit his topic, all of the votes of the Council members are now null and void. The proposer must then remake his topic or change the subject of his current topic to state that there is a revote. When the topic is edited the proposal time is reset.
When the High Council is voting on new candidates for the Council Elections, the candidates are required to write a speech and submit it within three days of their nomination. The default time limit for a Council Elections is seven days or until every High Council member has voted. If a candidate for Council or High Council happens to be a current Ghost Council member, their forum access will be limited until the elections are complete. The results of the election are to be considered CONFIDENTIAL until the master has informed the winning candidate that he is victorious.
Any Rules, additions, or otherwise changes to this constitution can be made if 3/4 of the Council and Master agree to the addition.
Being a member of Rogue Squadron means that you agree and abide to the contents of this constitution.

1. The master and the council are to be respected at all times whatsoever.
2. Respect your fellow ROGUEs. Any excessive harsh comments or racial/religious slurs will not be tolerated.
3. All types of hacking are prohibited.
4. You may only be in one clan, Rogue Squadron. You may not be in any other clan on Battle.Net. If you are in a clan for a game that is not supported by ROGUE and Battle.net then it is deemed suitable.
5. Backstabbing a fellow member in a melee game is not allowed. If you are backstabbed save the replay or take a screenshot and send the screenshot to the master.
6. Clan warring is strictly prohibited. Rogue is a peace loving gaming clan and will not instigate wars with any other clans.
7. All members are REQUIRED to have a ROGUE-Name. You must make a "ROGUE-" name upon joining Rogue Squadron. Your tag must appear EXACTLY as "ROGUE-Name" without the quotes in the clan channel. (Examples: ROGUE-Master, ROGUE-MaStEr, ROGUE-MasteR, ROGUE-MasTer) If you are not wearing the official tag at all times you will be asked by a Council member to get on the correct tag formation. Exceptions to this rules are: If you are lvl 15+ on RoC/TFT or have your 350 win icon for TFT you do not have to be on your ROGUE-Name. If you have a previous Diablo II/LoD account you do not have to be on your ROGUE-Name. But you must HAVE a "ROGUE-" name created on Battle.Net, for the forums, and for the website for special meetings, tournaments, and clan events.
8. There will be no begging on council members or the master for bot access, for promotions, and/or medals. The council will decide when you deserve your promotion. If you were promised a promotion by a council member or the master and they have not added your promotion to the site yet, send them one private message in the clan forum.
9. If a fellow member breaks a clan rule please take a screenshot and send it to ROGUE-Master.
10. Your website account must be the same as your Battle.Net account.
11. You must have a forum account and be active in the forum.

1. The master must have full access on your bot or he will ban it. The council should have 99 access on your bot at all times or they also have the right to ban it.
2. No spamming with bots or with yourself in the clan channel.
3. Have manners. Be watchful of what you say in the clan channel. If what you say is not deemed tasteful you will be banned from the channel.
4. No member can ban any other member from the clan channel without good reason.
5. If you abuse the ops bot or shamen privledges in any way your access will be removed immediately.
6. There will be NO bot idles. If you are idleing in the channel your bot will be banned until the idle message is off. The only bot idle accepted is the following within the quotes: "/me kthxowned". You may only have that idle if it is set to idle the message at a minimum of ten minutes.
7. Be mature. Don't start immature sex conversations or anything untasteful.
Note: Council members may decide whether these rules are applied based on their own judgement. If a member feels they have been wronged by a council member, then they must take a screenshot, and present it to the Master to decide whether or not the other council member punished them wrongfully.
Punishments: 1st Offense - A Warning, you will also get kicked form the channel and the kicker will give you a reason why you were kicked. 2nd Offence - You will be banned from the channel for one hour. If you decide to talk trash at the person who banned you it will be longer. 3rd Offence - You will be banned form the channel for 24 hours and you will be demoted. 4th Offence - Your case will be brought before the council and they will decide your fate.
These offences apply in a 1 week period of time.

1. During clan meetings there will be no name changing. You will be given one warning then you will be banned if you change your name for a second time.
2. Only the master will be using red and bold font. Council should use a blue font color. If you are using a font color and you are not the master or the council you will be given one warning, then banned from the chatroom.

Award the Medal of Honor and Meritorious Service Medal to those who deserve them
Promote a member to a General rank to those who are Council
Can set members rank in clan
Can set members days in clan
Can view IP address of members

Any member, including Council members, who do not login on the website once every 15 days, will be demoted.
Any member, excluding Council members, who do not login on the website once every 30 days, will be removed from the member list. (If you have been removed you must resign the join form and you will be put back on the site at one rank lower than you were before.)
All members, excluding DaIrYbOi_ROGUE, 1Killaofa-ROGUE, and Cherry-ROGUE, must have ROGUE- at the beginning of their name. (Example: ROGUE-Master, ROGUE-Gladiator, ROGUE-Xovit) If you are joining the Diablo II devision, and already have characters on your current account you may use that account but you also must have a ROGUE- account.
All members are required to have a valid Battle.Net account.. If a member's Battle.Net account is found to be invalid it will result in immediate removal from the website.
If your battle.net record differs from what is said on your record on the website by more than 20 wins, losses or disconnects, you will be given one warning and you have 48 hours to correct your record. You will be notified by E-Mail and the private messaging system. If you have not edited your profile in the 48 hours you will be demoted 1 rank.
If you are caught hacking during a game it is to be reported to the Council for immediate disciplinary action. Upon receiving undisputed evidence (such as screenshots or multiple witnesses), that member may be demoted or banned from the clan.
You may not disrespect or start obscene arguments with anyone in the channel. You will get four warnings to stop. If you break this warning you will be giving a threat of being banned from the channel for an allotted time period which will be stated when you are banned from the channel. When you have reached two and three, you will be banned from the channel for a period of time. This does not mean you are banned from the clan, it is just a punishment for causing havoc in the channel. If you are banned from the channel three times causing havoc, you will be demoted. If you do this four times you could be banned from the clan.
Disrespectfully requesting a medal or a promotion is not tolerated. Promotions and most medals are awarded based on activity and service to the clan. If you directly ask for a promotion you will not get it. In fact you may be demoted for repeated attempts to ask for one.
If you are found to be in more than one clan you will be immediately banned from Rogue Squadron. Additionally a message will be sent to the other clan you are in declaring that the member has been banned from Rogue Squadron for being in multiple clans, and advising them to do the same.
